The Yomiuri Shimbun on Japan needing to increase public-private partnerships to strengthen cyber security measures protecting the country from a cyber attack:

Cyber-attacks constitute a grave menace to national security. Arrangements to bolster the nation’s defenses against them must swiftly be put into place through public-private cooperation.

The government is studying the expansion of cybersecurity measures.

A central pillar of the envisaged plan involves asking private business operators in 13 key sectors — including information and telecommunications, financial services and power utilities — to share data from any serious hacking incidents with the government. The measures are scheduled to be approved by the Cabinet as early as June.

In accordance with the basic law on cybersecurity enacted last November, the government set up a related headquarters — the National Center of Incident Readiness and Strategy for Cybersecurity (NISC) — headed by the chief cabinet secretary in January.

The NISC already requires ministries and agencies to share with the headquarters data from any cyber-attacks they experience. To minimize damage, it is vital to promptly share data from cyber-attacks not only within the government, but also with the private sector.

The threat of cyber-attacks has grown increasingly acute.

This is, without a doubt, one of the most important directions for the Japanese government to take to tackle the complex world of cyber security.

Compared to major countries such as the United States — which boasts 4,900 cybersecurity workers at the Defense Department alone — Japanese governmental organizations have an insufficient number of staff in the field.

Japan has always lagged behind in this area even though it is a huge target because of economic prominence as well as its history with neighboring countries in the region. It is increasingly important for the government to bolster its cyber security staff through these public-private partnerships otherwise Japan risks falling victim to a devastating cyber attack.
